Use real customer questions. Sales calls, emails, support tickets, Reddit threads and comments tell you what people actually worry about. Keyword tools are useful, but they miss a lot of messy human language.
I start with intent, not volume. If a query can be answered in one sentence, it may lose clicks to AI. I look for topics where people need comparison, judgment, tools, product testing or personal experience. Those are harder to replace with a quick summary.
