I like combining both if possible: a few days exploring, then a few days relaxing. After a busy Europe trip, ending near the coast or in a slower town makes the whole vacation feel better.
If you are burned out, choose rest without guilt. A city trip can be amazing, but it still requires decisions all day. Sometimes the best vacation is the one where food, logistics and transportation are easy.
