I switched from liquid liner to gel pencil because liquid always cracked or ran when my eyes watered. I apply it thinly, let it set, then go over it with a matching dark eyeshadow using a small brush. It sounds like more work, but the shadow locks it in. For mascara, I only use waterproof on special days because removing it daily was rough on my lashes.

Eye primer made the biggest difference for me. I used to think primer was only for eyeshadow, but it helps eyeliner grip better too. I set the outer corner of my eye with a little translucent powder before applying liner. I also carry a small tissue and blot tears instead of wiping, because wiping is what destroys the makeup.

I live somewhere windy, so I gave up on heavy lower-lash makeup. What works for me is tubing mascara on the top lashes only and a tiny bit of waterproof pencil pushed into the upper lash line. Anything on my lower waterline is gone within an hour. It is not as dramatic, but it looks clean all day.
